In 2001 Ellingson Companies expanded our farm drainage division an opened an office in the Red River Valley. This location services all farm drainage projects, including design and installation, throughout the Red River Valley of North Dakota, Minnesota, and South Dakota.

PROJECT MANAGER

Job Purpose:

The position is responsible for ordering and managing the material for our RRV Tiling division, invoicing all drainage projects within the division, archiving as-built drawings, and ensuring all information is provided for production crews.

Education/Experience/Skills (supported by job duties):

Preferred experience:

Previous project management experience and dealing with product vendors a plus.

Essential skills:

Highly organized and detail oriented. Effective verbal and written communication skills, including ability to be assertive when necessary. Strong mathematical aptitude and analytical skills. Ability to correctly read maps and relay locations/directions to others. Experience using Microsoft Office suite including proficiency with Excel at the intermediate level. Hours

This position requires an individual to work 40+ hours per week to include being available by phone after hours and weekends. Time will be spent primarily in an office setting with some field work.

Job Purpose
The RRV Office Manager is responsible for supporting the Harwood office operations by maintaining office systems and vendor relationships; supervising administrative staff; maximizing the effectiveness of the RRV General Manager and other Company leaders by providing information management and administrative supports; and performing some basic accounting functions. This position oversees a variety of general office and customer service activities and is responsible for compliance with the Company’s office-related and employment policies and procedures.

Job Responsibilities

Supervisory:
• Supervise Administrative Assistant whose duties include, but are not limited to: welcome on-site visitors; answer incoming telephone calls; RRV Agricultural Department job set-up; issue Purchase Orders for RRV staff; enter/update One Calls (in absence of RRV HR/Safety Coordinator); oversee scheduling of conference rooms; store and distribute office supplies; prepare packages for shipment; maintain internal phone list; and perform other regular and ad hoc clerical duties including word processing, data entry, copying, collating and filing.
• Effectively set priorities and monitor work assignments delegated to Administrative Assistant; train in job duties and procedures; ensure performance standards are met; establish formal means of accountability; provide adequate direction; and conduct regular performance evaluations.
• Analyze and review Administrative Assistant duties and responsibilities in relation to job description and recommend changes as needed.

Executive/Leadership Support:
• Provide executive support to RRV General Manager and other RRV leaders by reading, researching, and preparing reports or other summaries of data; collecting and analyzing information; drafting letters, documents, forms, agendas and presentation materials; and making travel arrangements.
• Provide executive support to RRV General Manager by managing and maintaining GM’s schedules/ calendars; assisting with completion and filing of GM’s expense reports; organizing and maintaining GM’s records, reports and files; and maintaining GM’s contact lists and databases.
• Complete assorted projects of varying complexity which may involve collecting and analyzing information.
• Perform various other duties as assigned by RRV General Manager.

Accounting:
• Ensure that all RRV Agricultural Department jobs are set up accurately and timely.
• Complete budget updates as necessary.
• Process RRV office invoicing; collaborate with the Sales Team to meet deadlines; collaborate with Accounting Team at Company headquarters to achieve deadlines and understand cut off times.
• Assist with Pump Inventory Management.
• Deposit checks received at RRV office into the bank electronically.
• Maintain RRV petty cash and corresponding documentation; reconcile RRV petty cash.
• Manage checks for the RRV Small Payment Account.

General Office Administration:
• Manage the efficient and effective day-to-day operation of the RRV office.
• Ensure the RRV office is maintained in a professional, productive manner with a strong customer service emphasis.
• Provide excellent external and internal customer service and maintain positive customer/vendor/ employee relations.
• Maintain compliance with the Company’s policies, procedures and best practices.
• Evaluate overall office productivity; with RRV General Manager and/or staff at the Company’s headquarters, as appropriate, assist in developing or revising office policies and procedures for improved work flow; implement approved procedural changes to improve operational efficiency and automation.
• Develop and maintain filing systems – both paper and electronic – to ensure documents are appropriately protected and secured with the appropriate level of confidentiality.

• Serve as primary liaison with office-related vendors such as office cleaning; window cleaning; towel and floor mat rental; lawn care; snow removal; copier/printer equipment; office supplies; and food/beverage vending machines.
• Administer and control budgets for RRV office-related contracts, equipment and supplies.
• Obtain and analyze quotes for services and/or products needed by the RRV office.
• With RRV General Manager and/or staff at the Company’s headquarters, as appropriate, select office-related vendors, make purchase decisions, etc.
• Ensure that office-related vendors are meeting the Company’s expectations in terms of quality, productivity, safety and timeliness.
• Ensure that parking lots, walks and other Company property are shoveled and plowed timely and satisfactorily. Ensure that all lawn and garden work is completed as appropriate.
• Manage the maintenance and proper functioning of office machines, furniture and all leased office equipment including photocopy machines and printers.
• Responsible for the acquisition, storage, inventory and distribution of office supplies, office products, and supplies for conference rooms, training rooms, break rooms, etc.
• Maintain functionality, professionalism and supply of conference rooms, training room, break rooms, and supply/storage rooms/closets.
• Establish and maintain a central file system for all office-related contracts and supplier agreements.
• Tour and cooperate with federal, state, fire and other inspectors at Company property as needed.
• Act as primary liaison with regard to the office as it pertains to security and safety issues.
• Serves as the RRV point of contact for emergency procedures and drills.

• Along with RRV General Manager, approve space allocation and changes; coordinate, facilitate and assist with office moves.

• In absence of RRV HR/Safety Coordinator, perform New Hire Orientation Meeting including the accurate completion and submission of all new hire paperwork.
• Provide basic computer and/or phone training to new hires who are assigned computers, desk phones and/or cell phones.
• Act as the RRV liaison with I.T. staff at the Company’s headquarters. Maintain and help repair computers, phones, and other technological equipment.
• Collaborate with RRV HR/Safety Coordinator on the ordering, distribution, collection, order cancellation and invoice review related to rental uniforms for employees.

• Open and distribute mail in a confidential, timely manner.
• Establish and maintain office filing system(s).
• Ensure front desk is covered by personally backing up Administrative Assistant, scheduling alternative internal staff and/or hiring through a temporary staffing agency as appropriate.
• With Administrative Assistant, RRV HR/Safety Coordinator and/or others, arrange meals/snacks for training sessions, meetings, customer visits, etc.
• Provide administrative support for other departments as requested.
• Other projects/duties as assigned for the overall benefit of the Company.

Job Qualifications
• Bachelor’s degree in Accounting, Business or related preferred; associate degree with equivalent experience may be considered.
• Minimum five years of experience in office management/administration including basic accounting responsibilities; executive administrative support; and vendor relations and contract management.
• Minimum two years of experience supervising employees who perform administrative/clerical functions.
• Strong preference will be given to individuals with accounting expertise acquired through combination of schooling and work experience.
• Able to maintain a high degree of confidentiality.
• Proficient with Microsoft Word, Excel, PowerPoint and Outlook, as well as electronic document storage and retrieval via a shared computer network.

• Conduct safety and housekeeping audits on job sites, shops, exterior facilities, and offices; oversee Safety Committee Members and others who also conduct safety and/or housekeeping audits.
• Participate in inspections/audits by OSHA, DOT or other regulatory agencies, and serve as the Company’s primary point of contact; conduct all follow-up related to any safety or transportation citations or warnings; lead the effort related to any formal or informal meetings with OSHA, DOT, government officials, etc.
• Investigate employee work-related injuries/illnesses and ‘near misses’ and/or oversee the investigation by Safety Committee Members, Production Managers, HR personnel, etc.; this includes following up on any procedural changes that need to be implemented, equipment/PPE to be purchased, and/or training to be conducted.
• As appropriate, investigate utility ‘hits.’
• Communicate the things we can learn from work-related injuries/illnesses, ‘near misses,’ utility ‘hits’ and, in collaboration with Fleet/Equipment/Shop Manager, equipment damage.
• Recommend corrective action as appropriate.
• Audit subcontractors’ safety programs and job site compliance.
• Coordinate all safety training for new hires (including OSHA-10 and CPR/First Aid), as well as for existing employees both in the field and in the classroom; conduct most safety training, and also oversee Training Manager who will conduct some safety training.
• Maintain the Company’s Safety Manual and communicate/educate all employees on the contents of such.
• Maintain (and develop as necessary) various safety and environmental programs, policies and procedures including but not limited to:
o Excavation Safety;
o Permit-entry Confined Space;
o HAZCOM/GHS/Minnesota AWAIR/chemicals (labeling, SDS, etc.);
o Respiratory Protection;
o Hearing Conservation;
o Lockout/Tagout;
o Emergency Plan (fire, tornado, etc.); and
o Spill Containment Plan.
• Maintain/administer all transportation/DOT compliance programs, policies and procedures.
• Manage/administer Personal Protective Equipment (PPE) program including ordering, storing and distributing items; sourcing new items; and negotiating prices.
• Manage/administer substance abuse program.
• Distribute weekly Toolbox Talks for leaders to review with production and shop employees.
• Oversee Job Safety Analysis (JSA) program.
• Maintain updated safety statistics and information in a format which can be used by Estimators/Sales and those who are completing job contracts.
• Ensure all required safety postings are in place and updated as needed.
• Reinforce the safety culture via slogans, logos, signage, and other written or verbal communication.

Job Specifics
Overtime hours may be required, including nights/weekends for urgent matters. Travel to job sites is required including travel across the Midwest (home most nights) and periodic national travel (overnight up to six nights).

Job Qualifications

Education:
• Bachelor’s degree in Occupational Safety or Environmental Health and Safety is preferred, but may consider degree in Construction Management or related field of study. Associate’s Degree along with safety program management experience may be considered.
• Prefer Certified Safety Professional (CSP) designation.
• Completion of OSHA 30-hour class for the construction industry.
• Prefer completion of OSHA #500 (Trainer Course in OSHA Standards for Construction) and OSHA #501 (Trainer Course in OSHA Standards for General Industry).
• Certification in First Aid and CPR; prefer certification as a Trainer of First Aid and CPR.
• Prefer training in Hazardous Materials and Hazardous Material Cleanup.

Experience:
• Three years of Safety Manager/Director experience or ten years of Safety Professional experience.
• Experience with specialty construction preferred, but may consider safety experience in non-specialty construction or manufacturing.
• Prefer experience managing transportation/DOT compliance.

Knowledge, Skills and Abilities:
• Thorough knowledge of OSHA 1910 and 1926.
• Working knowledge of OSHA, EPA, DOT and related regulations including but not limited to: Minnesota OSHA’s AWAIR requirements; the Minnesota Employee Right to Know Act; Hazard Communication (HAZCOM); Globally Harmonized System (GHS) of Classification and Labeling of Chemicals; Hazardous Material Clean-up; Competent Person; Excavation Standards; Permit-Required Confined Space; Lockout/Tagout; Fall Protection; Respiratory Protection; and Hearing Conservation.
• Good leadership and management skills; high energy; a great motivator.
• Strong oral and written communications skills:
o Assertive when appropriate;
o Able to offer opinions and direction to management;
o Articulate with ability to communicate effectively with labor force as well as executives;
o Work effectively with external agencies including OSHA, EPA and DOT; and
o Excellent writing and presentation skills.
• Ability to inspect facilities, job sites, heavy equipment, machinery, and safety equipment to identify and correct potential hazards, and to ensure regulatory compliance.
• Ability to establish and maintain good working relationships with government agencies, industry groups, and other stakeholders.
• Ability to analyze and evaluate complex regulations and management systems.
• Ability to analyze data and determine trends.
• Ability to interpret variety of instructions in written, oral, diagram, or schedule form.
• Ability to audit subcontractors’ safety programs and manage their job pre-qualifications and compliance.
• Strong computer proficiency with Microsoft Word, Excel and PowerPoint, as well as computer data management and environmental modeling skills.
• Strong work ethic and ethical standards.
